CMS to add Sr. IT leader for Federally Facilitated Exchange

As the Director, Rapid Program Deployments Group, you will lead the development, implementation, and maintenance of the OTS information technology (IT) supporting the Patient Protection and Affordability Care Act (PPACA), specifically the IT that supports the Health Insurance Marketplace.  Responsibilities will include, but are not limited to:

  • Developing, implementing and maintaining a Federally Facilitated Exchange (FFE) program.
  • Oversees the development, implementation, and maintenance of all CMS systems that support Health Insurance Marketplace.
  • Overseeing capital planning and investment control activities, including cost estimation techniques, required to manage and execute the IT development and maintenance supporting the Health Insurance Marketplace, e.g., 300 and 53B preparations and reviews, acquisition plans, and spending plans.
  • Providing IT guidance and oversight for State-Based Exchanges (including integration with any Federally-provided support services).
  • Overseeing the development and maintenance of the IT systems provided to fulfill CMS business objectives, and to ensure compliance with new insurance market rules and policies, oversight of medical loss ratio rules and assist states with reviewing insurance rates… 

G2X TAKE: This SES level Director position will lead the development, implementation, and maintenance of all CMS systems that support the Health Insurance Marketplace along with a number of oversight activities required to manage and execute these programs. Large ESD Prime to add Sr. Program Manager for SPARC IDIQ

The Strategic Partners Acquisition Readiness Contract (SPARC) is an IDIQ for the strategic, technical and program management advice, guidance and support services to CMS to facilitate the modernization of business processes and supporting systems and operations. The service categories include Initiation, Concept, and Planning Services; Requirements Services; Design Services; Development Services; Test Services; SCA Services; IV&V Services; Maintenance Services; SPARC Support Services; and Data Request Services. Selected Candidate will be responsible for managing the IDIQ portfolio and the execution of the overall IT program, ensuring all customer requirements and business objectives are met, including: Planning, tracking and reporting and managing accurate budget and schedule…

G2X TAKE: While the award for SPARC is still months off, both current and prospective primes will be adding to their teams in anticipation of an award. Capture efforts are underway as firms gear up to be in position for the first set of task orders that will be released under this IDIQ.

Lockheed Martin, one of the original primes on the predecessor ESD contract awarded in 2007, received a number of significant Federal Health IT wins this year, and the addition of Systems Made Simple only increases the breadth and depth of their Federal Health IT capabilities and past performance.

SAIC has been making big inroads with numerous wins and strategic hires across the Federal Health sector and it is not surprising to see them working to stay ahead of the curve at DHA.

G2X TAKE: The web activities at CMS have undergone a major transformation over the last 5 years. From to now, the expectations and the way in which CMS procures their web contracts has shifted greatly. It is unclear at this point how/if the addition of Director of the Web and New Media Group Department impacts or is related to the role that Jon Booth plays now – more to come as we have it.

Whereas CMS historically tended to rely on a small set of the subcontractors to run all web activities, we have seen CMS break up many of these larger contracts into smaller components, such as the website development sources sought out last week.
