“1. BASE PERIOD OBJECTIVE: IMPLEMENTATION OF COLMERY ACT SECTIONS 107 AND 501 CLAIM PROCESSING SOLUTION (OPERATIONAL AND IN PRODUCTION BY OCTOBER 1ST, 2019):

The Contractor shall provide an education claim processing solution that meets the requirements of the Colmery Act Section 107: Calculation of monthly housing stipend under Post-9/11 Educational Assistance Program based on location of campus where classes are attended, and Section 501: Repeal inapplicability of modification of basic allowance for housing to benefits under laws administered by Secretary of Veterans Affairs. The Contractors solution shall be streamlined, cohesive, and must support VBA’s strategic goals of an average automatic processing rate of no lower than 40%, manual payment accuracy of no lower than 98%, and automatic payment accuracy of 100% without additional burden to end users.

The Contractor shall lead/coordinate the system integration effort between its solution and any existing IT systems necessary to provide an overarching solution for Colmery Implementation.

The Contractor shall complete all end-to-end assessments and analyses for system integration (SI) and propose solutions to remediate any deficient findings. The proposed solutions shall meet all the integration requirements to implement Colmery Act 107/501.
