ProSphere seeking Director of Proposal Management to support VA

ProSphere is seeking a Director of Proposal Management to support our busy business development division.  In this role, the successful candidate is responsible for leading proposal development and delivery essential to ProSphere’s business growth in the government contracting market. The Director of Proposal Management has overall responsibility for proposal development and submission and manages all proposal center operations to include scheduling, resource allocation and workload balancing, and staff support as needed to support multiple, simultaneous proposal efforts in a collaborative environment. This includes managing a staff of proposal managers, coordinators, technical writers, and other assigned staff in the completion of the Technical and Business Proposal volumes. These staff are tasked with the management of compliant federal proposals and related business documentation. They are responsible for all aspects of proposal management following bid decision, including the writing, editing review, submission, quality assurance, and delivery of compliant and responsive proposal packages. Responsibilities

  • Manages and applies a best-practices proposal planning process that includes the following responsibilities:
  • Develop, review, and approve outlines, schedules, compliance matrices, technical and business proposal content, and publication graphics
  • Conduct and participate in solution sessions, kickoff/status meetings, and color reviews
  • Ensure the timely production and delivery of high-quality proposal products
  • Provide input to leadership regarding resource utilization and availability to empower well informed capture milestone and bid-no bid decisions
  • Supervise the proposal development staff
  • Facilitate continuous improvement through training sessions with staff and other Business Units
  • Serve as the Proposal Manager for some proposals as part of leveling the workload amongst the proposal development staff…

Qualifications

  • Bachelor’s Degree in Business Management or related field
  • Demonstrated expertise as an editor/writer
  • Ten (10) years of experience in Proposal Management (5 years at Proposal Manager career level)
  • Proven expertise in proposal development best practices and techniques (e.g. Shipley, etc.)
  • Experience in both large and small business environments a plus
  • Deep understanding of Government Contracting, specifically federal health care including Department of Veterans Affairs
