The Director and Deputy Director are senior executives who oversee and manage joint EHR modernization programs for the Military Health System, VA and United States Coast Guard, which is under the U.S. Department of Homeland Security. The Deputy Director position is allocated to VA, and this official also reports directly to the deputy secretaries of both agencies.”

Director

  • “Oversee the programs necessary to achieve a longitudinal health record and maintain interoperability between community care partners, Department of Veterans Affairs (VA), Department of Defense (DoD), and any other participating federal agencies.
  • Lead the acquisition of joint modernized clinical EHR systems and capabilities that allow for standardized and integrated data exchange between DoD, United States Coast Guard, and VA with private partners to better serve Service members, Veterans, and other eligible beneficiaries resulting in enhanced patient safety and increased quality of care.
  • Manage the joint technical, programmatic, and functional requirements of each Departments’ Electronic Health Record Modernization Program and execute decisions as appropriate in alignment with FEHRM Program Office objectives.
  • Monitor, track, and mitigate joint enterprise-level risks, and consolidate opportunities to improve efficiencies, while ensuring products from assigned programs are affordable, supportable, integrated, and fully interoperable within the VA and DoD environments.

Deputy Director

“The Deputy Director works closely with the Director to oversee and manage joint EHR implementation activities and support a diverse staff comprised of DoD and VA government employees and contractors. In the absence of the Director, the Deputy Director has equal authority to speak on all matters related to joint FEHRM efforts.””The Deputy Director will work in collaboration with the Director to oversee the programs necessary to achieve a longitudinal health record and maintain interoperability between community care partners, the VA, DoD, and any other participating federal agencies. The Deputy Director performs the following major duties:

  • Manage the approved joint technical, programmatic, and functional requirements of the Federal Electronic Health Record Modernization Program and execute decisions as appropriate in alignment with FEHRM Program Office objectives.
  • Manage the approved joint functions necessary for the deployment, implementation, and sustainment of the seamless EHR, working closely with required acquisition assets as needed to satisfy requirements.
  • Manage each department’s health information exchange to securely and reliable exchange health data with commercial partners.
  • DOD acquisition authority for EHR modernization and related activities under the purview of the FEHRM Program Office is aligned to the Under Secretary of Defense for Acquisition and Sustainment USD (A&S) who will provide oversight of cost, schedule, and performance, and ensure timely reporting for all matters pertaining to DoD acquisition activities.
  • VA acquisition authority for EHR modernization and related activities under the purview of the FEHRM Program Office is a aligned with the Deputy Secretary of Veteran Affairs, as Chair of the VA Operations Board, who will provide oversight of cost, schedule, and performance, and ensure timely reporting for all matters pertaining to VA acquisition activities. The Deputy Director may perform Acquisition Management duties of the Director with equal authority as needed.
  • Directs the development of approaches and documentation for resource requests and budget justifications within the FEHRM Program Office purview for federal budget resources. Lead program review boards at VA, DoD, Office of Management and Budget (OMB), and Congressional Committee levels as required to defend resource requirements and expenditure plans.
  • In collaboration with the FEHRM Director, makes joint EHR budget decisions regarding allocation of the DoD and VA budget. Review and approve joint EHR obligations, expenditures, and reprogramming requests based on a full program assessment that is aligned to the FEHRM Program Office’s success. Assess revised expenditure plans and actions to ensure sound execution of allocated funds in accordance with governing statues, policies, and allocation limitations….”
