“III. Description of Services Required to Meet Agency Needs

Task Order ID02120052 was awarded for the design, development, testing, training, deployment, hosting, help desk support and operations and maintenance services  for an enterprise Human Resources Information System (HRIS) that replaced the legacy 50+ year old Personnel Accounting and Integrated Data (PAID). The HRꞏSmart provides the Veteran’s Administration Human Resource (HR) Specialists with electronic, modernized and automated personnel action processing capabilities. HRꞏSmart also provides electronic, modernized and automated benefits administration and compensation management capabilities to all 400,000 VA personnel…”

“Currently, the VA has inconsistent functional alignment creating complexities in the reconciliation of HR data due the data being manually managed within the HRꞏSmart system. This also prevents the VA from having the right policies and business rules in place to enforce policies in place to maintain organizational structures and HR data.”

“The current organizational and HR data captured, tracked, and maintained within HRꞏSmart is manually extracted, manipulated for data analytics, and reported on manually. This PCR effort will enable the VA to implement an automated VA Manpower capability that will generate automated data extraction, analytics and reporting.”

“The current Contractor, IBM is the developer of the “proprietary” HRIS SSC solution VA is currently utilizing. IBM solely owns and license’s the PeopleSoft based solution and is hosting the solution at its facilities. If another vendor was contracted to support this effort; they would only be successful if IBM gave them proprietary access to the Share Service Center codeline in order to build an interface into the HRꞏSmart platform.”

“The PWS dated May 1, 2019 identifies scope that will be implemented in three (3) separate and distinct phases. This modification provides funding for Phase I (Proof of  Concept) and Phase IIA (Pilot Development). Upon completion of Phase I, the VA and IBM will review and mutually agree on updates to the PWS for Phase IIB (Implementation and Full Deployment) to be funded via a future modification. This is further addressed in Project Change Request (PCR) 046, Section 3.”

“Phase I, Proof of Concept, will include the following:

  1. Validation of all business requirements
  2. Conducting fit gap assessment once requirements have been finalized
  3. Prepare and finalize requirements traceability matrix (RTM) to include results of fit gap assessment
  4. Prepare functional design documents for identified and agreed upon gaps
  5. Conduct walk through

Phase IIA, Pilot development, will include the following:

  1. Initial development of the functionality defined in functional design documents
  2. Internal testing
  3. User acceptance testing
  4. Deployment of pilot functionality aligned with Q1 2020 release schedule
  5. Post deployment design sessions
  6. Development of functional design documents for agreed upon enhancements to be developed under Phase IIB…”

“The period of performance will be approximately 9 months from date of award. The estimated amount requirement is $972,000.00.”
