“The Proposal Manager will lead the proposal development process in response to U.S. government and (potentially) commercial requests for proposals (RFPs). The ability to meet tight deadlines, a commitment to teamwork, ability to work independently without direction, and detailed follow-through will be the key to success in this role. This position will support both Task Orders Request for Proposals and strategic, competitive proposals and support all pre-RFP efforts in coordination with the opportunity capture manager.” 

Essential Functions 

  • Assist in defining compelling win themes and discriminators 
  • Plan proposal development and production support activities, prepare the master proposal schedule, and manage the proposal preparation process 
  • Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare the detailed proposal outline 
  • Develop and manage the proposal team to include issuing effective proposal instructions to sub-contractor and internal proposal developers 
  • Develop guidelines and processes for detailed pricing inputs, working closely with the Pricing Team 
  • Coordinate and manage the efforts of all technical, management, contracts, and pricing staff into the proposal development process …”

“Required Education and Experience 

  • Bachelor’s with five years’ experience; or Master’s degree with three years; and/or eight years of proposal management experience in lieu of a degree with relevant Proposal experience 
  • Excellent written and verbal communication skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner to evaluators 
  • Experience developing proposal content and drafting initial proposal language for various sections 
  • Must be able to support development and refinement of templates, and standardized processes to streamline task order proposal development …”
